The capital plan for 2023 according to the Prime Minister's decision is VND 5,341 billion. Up to this point, the disbursement value has reached 2,948 billion VND, equal to 55% of the year's plan.

According to a report from the Ministry of Finance, by the end of July 2023, Lao Cai continues to be in the group of provinces and cities with high disbursement rates in the country (the national average is estimated to reach 40% of the yearly plan by August 22, 2023).

Regarding public service capital, the Central budget supporting the implementation of national target programs in 2023 is over 998.5 billion VND, including: Funding for 2022 transferred to 2023 is over 169.6 billion VND and new funding for 2023 is nearly 829 billion VND.

By August 22, 2023, the total disbursed capital of 3 national target programs is 47.4/998.5 billion VND, equal to 4.75% of the estimate assigned by the Central Government, including: The poverty reduction program reached 13.5/287.8 billion VND, equal to 4.7% of the estimate assigned by the Central Government; The mountainous ethnic minority program reached 30/661 billion VND, equal to 4.55% of the estimate assigned by the Central Government; New rural construction program reached 3.8/49.5 billion VND, equal to 7.8% of the estimate assigned by the Central Government.

Of which, Bao Thang district has the highest disbursement rate of 4.9/36 billion VND, equal to 13.8% of the Central estimate and Bao Yen district has the lowest disbursement rate of 1.1/68.8 billion VND, equal to 1.06% of the estimate assigned by the Central Government.

This is an extremely difficult task, because if all disbursements are not made in 2023, the province must pay back the central budget (it is not allowed to continue transferring sources as in 2022).

Therefore, it is recommended that the People's Committees of districts, towns and cities urgently allocate the remaining funds to the People's Committees of communes and district-level agencies and units for implementation. Before raising difficult issues or problems, it is necessary to carefully study the content of guiding documents of provincial and local agencies. If these documents cannot be resolved, proactively discuss directly with the agency that issued the documents for further instructions. Enhance information exchange to jointly improve and unify the implementation of national target programs at district and commune levels for synchronous, unified and effective implementation, etc.
