Overview of the ceremony.

Attending the ceremony, the Central Committee's representatives were Mr.Hau A Lenh, member of the Party Central Committee, Minister, Chairman of the Ethnic Minority Committee.

Attending the commemoration ceremony at the bridge points of districts, cities and towns, there were Standing and former Standing Committees of District Party Committees, City Party Committees, Town Party Committees, People's Councils, People's Committees, Fatherland Front Committees of districts, cities and towns; members of the Standing Committee; leaders of agencies, departments and branches; Standing Party Committees of communes, wards and townships; Vietnamese Heroic Mothers, Heroes of the Armed Forces; Labor Hero.

The speech at the ceremony presented by Mr.Dang Xuan Phong, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation affirmed: 30 years ago, the policy was implemented to redefine the size of administrative boundaries at reasonable levels, and at the same time, according to the legitimate aspirations of the ethnic minorities in Hoang Lien Son province, the 9th convention of the VIII National Assembly issued the resolution to separate Hoang Lien Son province into 2 provinces Lao Cai and Yen Bai. On October 1^st, 1991, Lao Cai province was officially re-established, consisting of 9 districts and towns and 180 communes, wards and townships.

After the re-establishment, Lao Cai province faced many difficulties and challenges. However, Lao Cai soon determined the route and appropriate steps, with bold and creative decisions during the past 7 terms (from term X to term XVI) of the past 30 years. In each period, the Party Committee of Lao Cai province well understood and made guidelines and decisions that were both very specific and strategic.

On the basis of properly determining the appropriate development strategy, roadmap and steps, along with the efforts, solidarity, determination and consensus of the whole political system, the consensus of the community of enterprises and people, Lao Cai has achieved great and comprehensive achievements in all fields. The economic growth rate was continuously maintained at a high level, the average period from 1991 to 2020 reached about 10%/year; GRDP per capita is more than 100 times; State budget revenue in the area is more than 250 times higher. Food security in the province is guaranteed, the total production of grain food has increased nearly 4 times.

Industry, import and export, tourism and services have many breakthroughs; Many large, important, national and international projects have been completed and put into use, the industrial production value in 2020 has reached over 37,000 billion VND, increase of 680 times. Lao Cai border-gate economic zone is active, attracting thousands of businesses and organizations to participate in business activities, affirming its "leading" position of the economy. The value of import and export turnover through Lao Cai border gates has increased hundreds of times. Tourism is effectively exploited, especially Sa Pa National Tourist Area, step by step affirming its position on the tourist map of Vietnam, as well as the world. The number of tourists and tourism revenue has increased sharply over the years. Tourism economy accounts for 15% of the total GRDP, making important and solid contribution to the overall development of the province.

Social economic infrastructure has been invested and upgraded relatively synchronously, the urban network has developed rapidly. The appearance of rural area has improved, 100% of communes and 98% of villages have car roads to the center, in which 80% of roads to villages and hamlets have been concreted; 100% of communes have telecommunications and information technology infrastructure; 97% of households have access to electricity from the national grid; 95% of rural households have access to hygienic water; there are 61/127 communes that meet the new rural construction standards…

Along with economic development, the social and cultural field have undergone drastic changes and achieved many important achievements. The rate of poor households decreased from 55% (1991) to 8.2% (2020); the people's lives have been increasingly improved and raised markedly; until now, in the province, there are basically no temporary houses, dilapidated houses.

National defense and security are always guaranteed and maintained, and foreign relations are increasingly expanded and strengthened, especially with Yunnan province (China). Party building work was carried out comprehensively, synchronously, drastically and effectively. Until now, the province has nearly 50,000 party members, the ratio of party members to population is 6.8%; 100% of villages and hamlets have independent branches.

In the past 30 years, the Party Committee, administration and people of ethnic groups in Lao Cai province have been honored and awarded with many noble titles and rewards by the Party, State, National Assembly and Government. The province has 32 collectives and individuals have been awarded the title Hero of the People's Armed Forces; 5 collectives and individuals have been awarded the title of Hero of Labor; 74 mothers have been awarded the State honorary title "Vietnamese Heroic Mother"; 1 Medal of Ho Chi Minh, 2 Medals of First class Independence, 4 Medals of First class Labor, 1 Medal of Second class Labor…

Entering new stage of development, it is forecasted that there are many advantages, but also many difficulties and challenges, so all departments, divisions, all the officers, party members and people of ethnic groups in the province continue to promote the historical and revolutionary traditions of the homeland, steping up patriotic emulation movements, striving to successfully implement the Resolution of the 16th Provincial Party Congress, the Resolution of the 16th National Congress of Deputies of the Party, to build Lao Cai's homeland to become richer and more beautiful, to soon achieve the goal of becoming prosperous and developed province of the whole country.

In particular, recognizing and appreciating outstanding achievements, contributing to the career of building socialism and defending the Nation, the President awarded the First Class Labor Medal to the people and officials of Lao Cai province. The State President also awarded the Second class Independence Medal to Mr.Nguyen Van Vinh, former member of the Party Central Committee, former Secretary of the Provincial Party Committee, and former Chairman of the Provincial People's Council for his outstanding achievements, contributing to the career of building socialism and defending the Nation.

On this occasion, the Chairman of the Provincial People's Committee decided to present the Emulation Flag to 25 collectives; awarded Certificates of Merit to 36 collectives and 13 individuals with outstanding achievements in the emulation to celebrate the 30th anniversary of the re-establishment of the province.

Making speech at the ceremony, Mr.Bui Quang Vinh, former member of the Party Central Committee, former Minister of Planning and Investment, former Secretary of the Provincial Party Committee reviewed the 30-year journey of re-establishment and development of Lao Cai. He proudly affirmed: The officials, party members and people of Lao Cai are always full of spirit, faith, optimism, solidarity, creativity, breakthrough, especially the desire to overcome difficulties, suffering and challenges to rise up, creating many important remarks, becoming the developed province of the Northwest region. We are proud of our achievements after 30 years, but we know many challenges to Lao Cai in the coming time, because Lao Cai is still the poor province.

Being the one who have worked, devoted to the cause of construction and development of Lao Cai province, Mr.Bui Quang Vinh suggested that provincial leaders should pay attention to exploiting and developing agriculture - forestry, which is the very potential sector, to generate income for people, contributing to poverty reduction, and improving the people's lives which is the responsibility of the Party Committee and the provincial government.

Continuing to attract economic groups to invest in industrial development in the direction of deep processing; planning the synchronous transport system to the unit level, creating favorable conditions for people's trading and transportation. Lao Cai needs to strengthen control and protection of the environment, because at the headwaters of the Red River, environmental protection not only brings sustainable development to the province, but also other provinces and cities in the Northwestern region.

Any permanent development planning ideas to come true need to have qualified human resources. Therefore, Lao Cai province needs to have policy to attract high-quality human resources to work.

“The last issue is to continue building solidarity, putting the common interests and people's interests first; must arouse the aspiration in each person, which has been crystallized after 30 years of re-establishment, so that each of us is always proud to be the citizens of Lao Cai province", Mr.Bui Quang Vinh emphasized.

Representing the youth of Lao Cai ethnic groups, Secretary of the Provincial Youth Union Mr. Ha Duc Minh would like to promise to always engrave the glorious revolutionary tradition of the Party and People of Lao Cai ethnic groups; vowing to unite with one heart, to build growing Union organization, really being the reliable reserve team of the Party. Determined to build the young generation of the province with ambitions, dreams, bravery and aspiration to dedicate for a fast and sustainable development of Lao Cai. Focusing on importance and strengthening the education of revolutionary ideals, morality and cultural lifestyles for the young generation; building contingent of Lao Cai youths with moral qualities, law observance, cultural for the community; having capacity, bravery and knowledge in international integration; having the spirit of innovation and creativity, mastering science and technology, being worthy of inheriting the cause of construction and development of Lao Cai province in the new situation. Completing the work of building and consolidating the strong organization of the Union at all levels; further expanding the united to collect the youth members, so that the organization of the Youth Union - the Association is really the place for training, striving, dedication and growth of union members. To further promote the impulsive role of youth in participating in social economic development, building and defending the Nation, maintaining political security, social order and safety.

The celebration of the 30th anniversary of the re-establishment of Lao Cai province and receiving the First Class Labor Medal was the great success. This is the historic milestone, having special significance, recognizing the efforts, striving, growing up, being the pride of many generations of officials, party members and people of Lao Cai, creating motivation for Lao Cai to overcome difficulties and challenges, build fast and sustainable development province, making common contributions to the cause of innovation and development of the country.
