Associate digital transformation with innovation, the development of science and technology and the general development of the country
On the morning of April 27, Prime Minister Pham Minh Chinh, Chairman of the National Committee on Digital Transformation, chaired the second session of the Committee, which was held online between the bridge points of the Government Headquarters and the bridge points of the ministries, branches, agencies and bridge points in 63 provinces and cities nationwide.Attending the meeting at Lao Cai bridge were: Dang Xuan Phong, member of the Central Committee of the Party, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation, Head of the Provincial Steering Committee for Digital Transformation; Trinh Xuan Truong, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Hoang Giang, Deputy Secretary of the Provincial Party Committee; members and helping teams of the Provincial Digital Transformation Steering Committee.

Prime Minister Pham Minh Chinh delivered the opening speech, emphasizing that: National digital transformation is a very important task, associated with three main pillars: digital government, digital economy and digital society. The Party, State and Government pay special attention to digital transformation, digital economy, digital society and take digital citizenship as the driving force for development. The task of the National Committee for Digital Transformation is very heavy, especially in directing, organizing the implementation, reviewing, supplementing and perfecting the institution; digital infrastructure construction; mobilize all resources, create a driving force for rapid development; strengthen governance and improve the quality of human resources…Digital transformation must be associated with rapid recovery, rapid and sustainable development in the current period.

The Ministry of Information and Communications reported at the meeting and said that digital transformation work at all levels, branches and localities has clearly changed: 100% of ministries, branches and localities have completed the Digital Transformation Steering Committee (6 localities headed by the Secretary of the Provincial Party Committee, including: Lao Cai, Ha Giang, Ninh Thuan, Soc Trang, Ben Tre, Binh Dinh).
The work of perfecting institutions, mechanisms and policies has been paid attention and achieved good results. The Prime Minister has issued 5 decisions on digital transformation, of which 10/10 is approved every year as National Digital Transformation Day. The building of a fundamental database for Digital Government has also been promoted.
It is estimated that digital economic revenue in the first quarter of 2022 will reach about 53 billion USD. The number of newly registered technology enterprises increased by 500 enterprises compared to 2021.
Up to now, the National Public Service Portal has integrated with 3,552 online public services at levels 3 and 4 of ministries, branches and localities, facilitating convenient access for people and businesses. In the first quarter of 2022, the portal had over 167 thousand registered accounts; there were more than 14 million status sync records; there were over 332 thousand times of performing utility services from the gate; there were over 510 thousand online applications are made; there are over 163 thousand online payment transactions with the amount of more than 366 billion.
A digital society with a focus on digital citizens is developed, a number of domestic applications have met the usage needs of the majority of Vietnamese users.
To participate in digital transformation, Lao Cai province has issued many mechanisms and policies to create a favorable environment to promote the development of information and communication fields. Lao Cai is among the 5 earliest provinces to establish a Digital Transformation Steering Committee headed by the Secretary of the Provincial Party Committee. Up to now, 100% of administrative procedures of Lao Cai province are eligible for online public service level 4 (1,598 administrative procedures); integrated 1,305 public services at levels 3 and 4 on the National Public Service Portal, reaching 81.7%, ranking 3rd nationwide. Basically, people in the area already have electronic health record information with over 700,000 records. The construction of the Provincial Public Administration Service Center, connecting the province's electronic public administration system with the national databases and central information system has been carried out. At the meeting, ministries, branches, units and localities discussed the following contents: Completing, concretizing and supplementing institutions on digital transformation; human resource training; mobilizing resources, develoing infrastructure for digital transformation; reforming administration; creating international cooperation, etc, proposing solutions to remove obstacles, difficulties, shortcomings and limitations in digital transformation.
Concluding the meeting, Prime Minister Pham Minh Chinh acknowledged and highly appreciated the ministries, branches, localities and citizens actively participating in digital transformation. The Prime Minister suggested that ministries, branches, localities and units resolutely eliminate formalism, ostentatiousness, and discredit. In the coming time, officials need to raise awareness about the importance of digital transformation in association with innovation, development of science and technology and the general development of the country; continuously innovate to have breakthrough thinking and strategic vision in digital transformation; promote initiative, creativity, mobilize all resources; stick to practice with motto talk the talk, walk the walk, be effective, have specific products; use information resources effectively, practically, economically... Promote decentralization, decentralization, personalization of responsibilities, improvement of human resource capacity; harmonious combination of interests between the people, the State and businesses. In the context that time and resources are limited, the Prime Minister noted that investment in digital transformation must have a focus, whatever work must be completed completely, without spreading, repeating, or disjointed, choosing the things with pervasive and effective impact right away to deploy.
