On June 13, 2022, the Politburo issued Decision No. 547 on the establishment of a delegation to inspect the implementation of the Resolution of the 13th Party Congress for the Standing Board of Lao Cai Provincial Party Committee, in which, Mr. Pham Binh Minh, Politburo member, Standing Deputy Prime Minister was assigned to be the head of the delegation. On 21/7, 1/8 and from 8 to 10/8, the inspection team worked with the Provincial Standing Committee and 8 party organizations and units of Lao Cai Province.

Through the inspection, the Central Committee assessed that the Party Committee of Lao Cai province has focused on researching, learning, mastering and propagandizing with the spirit of initiative, creativity, and concretizing the implementation of the objectives. Lao Cai has achieved a double goal in epidemic control and economic development over the past time. Prominent as in industrial production, the province has 67 hydropower plants with installed capacity of nearly 1,100 MW; the production value of the whole industry in 2021 will reach more than 40,000 billion VND; The tourism sector is well exploited, with nearly 5 million visitors in 2019 and 1.9 million visitors in the first 6 months of 2022 to visit and relax; total service - tourism revenue reached VND 6,620 billion. In 2021, the budget revenue in the province reached VND 9, 939 billion and the first 6 months of 2022 reached VND 4, 200 billion. Total social investment in the first 6 months of 2022 reached more than VND60,000 billion.

Lao Cai has also actively prevented natural disasters and adapted to climate change; renovated education and training, developed human resources; preserved traditional cultural values; did well the protection of territorial sovereignty and national border security; actively expanded foreign relations and international integration.

Head of the Organizing Committee of the Provincial Party Committee Pham Toan Thang reported on Lao Cai's new way of doing things in streamlining and restructuring the staff.

Regarding the leadership of the Provincial Party Committee, the Central Committee assessed: Lao Cai Provincial Party Committee has closely followed the guidelines and direction of the Central Committee; right and correctly identify the key tasks and solutions, mainly need to focus on leading and directing the implementation.

The Provincial Party Committee has strongly renewed the Party's leadership method, upholding the Party's principles, discipline and discipline; properly identifying potentials, advantages, and bottlenecks to promulgate and organize the timely implementation of directives, resolutions, schemes and plans to remove difficulties, at the same time promote advantages and arouse the aspiration for development in every cadre, party member and people.

Regarding experience, it is determining the right situation and direction to set goals in accordance with the actual conditions of the province. The concentration of leadership of the Provincial Party Committee is a decisive factor for victory, opening up resources, arousing potentials and advantages for development goals. Taking care of staff work, especially key cadres, local officials and people of prestige among ethnic minorities; promote the role of role models of cadres, party members and leaders. Promoting the tradition of solidarity and unity, arousing the will of self-reliance and self-strengthening, and the aspiration to rise up of cadres, party members and the people in the implementation of the Party's guidelines and lines.

Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Trinh Xuan Truong proposed a number of operating and development mechanisms and policies.

Regarding good and creative ways of doing things, Lao Cai province drastically innovated the way it researched, studied, mastered and propagated the Party's resolutions; renewing the leadership method of the Standing collective, the Standing Board of the Provincial Party Committee, the Executive Committee of the Provincial Party Committee, term XVI. Based on actual requirements, the province has focused on four development pillars: border economy, industrial production, tourism economy, and sustainable agricultural production.

Lao Cai has developed and implemented synchronous mechanisms and policies, promoted decentralization and decentralization in a reasonable and effective manner; focus on developing human resources, especially high-quality human resources; prioritize the development of synchronous and modern infrastructure; promote the application of information technology.
