The overall goal of the Program is to support enterprises to improve productivity and quality of products and goods (productivity and quality) based on applying solutions to standards, technical regulations, management systems, a quality productivity improvement tool, contributing to increasing the proportion of the total factor productivity (TFP) contribution to economic growth, improving productivity, quality, efficiency and competitiveness of the economy.

In the 2021-2025 period, the harmonization rate of national standards with international standards and regional standards will reach about 65%, training, and certification standards for nearly 600 quality productivity experts at ministries, agencies, localities, and businesses.

In the 2026-2030 period, the harmonization rate of the national standards system with international standards and regional standards will be around 70-75%, training certified standards for about 1,000 experts of productivity and quality, of which about 200 experts are certified with local and international qualifications.

From 2021 to 2030, the number of enterprises receiving annual support for productivity and quality improvement solutions increases by 10-15%, of which the number of ISO 9001 Quality Management System certificates and the number of certificates Environmental management system ISO 14001 granted to businesses increased at least 10% compared to the period 2011-2020. At least 100 enterprises are instructed to synchronously apply solutions to improve productivity and quality, becoming a model for sharing and replicating nationwide.

To achieve the above objectives, the Program sets out tasks and solutions to improve mechanisms and policies to promote productivity and quality activities. Research and propose tools, systems, and solutions to science, technology, and innovation to encourage and improve the country, industry, locality, and enterprises in the process of economic restructuring.

At the same time, enhancing information and communication of productivity and quality. Promote the dissemination and guidance on the application of management systems, quality, and productivity improvement tools, especially supportive tools for smart products and services in enterprises. Honoring and rewarding collectives and individuals with high achievements in productivity and quality activities. Encourage and support enterprises to participate in activities of the National Quality Awards.

Besides, supporting enterprises to apply standards, technical regulations, management systems, essential quality productivity improvement tools, promoting the application of management systems, quality productivity improvement tools specific to industries, sectors, and standards for new management systems have been announced.  Support enterprises to apply a system of traceability of products and goods and apply acceptable agricultural practices (GAP). The Prime Minister assigned the Ministry of Science and Technology to assume the prime responsibility for and direct the program's activities; guide relevant ministries, agencies, and localities to develop plans and implement the tasks of the Program.
