Regulations on certification of fragrant rice exported to the EU
The Government has just issued Decree 103/2020 / ND-CP regulating the certification of fragrant rice exported to the European Union.This Decree provides for certification of aromatic rice varieties on the list specified at Point 8, sub-section 1, Section B, Appendix 2-A of the Free Trade Agreement between Vietnam and the European Union (EVFTA Agreement). enjoy the import tax exemption according to quotas when exporting to the European Union (EU)
Accordingly, the certified fragrant rice varieties include:
1. Fragrant rice is produced from fragrant rice varieties with seed quality following National Technical Regulations; Clear information on planting area and location (group/village, ward/commune, district/town, province/city).
2- Plot of fragrant rice fields is checked to ensure that the seed purity (% of plants) is not less than 95%.
The decree also provides for inspection of fragrant rice field plots. Accordingly, plots of fragrant rice fields are checked once within 20 days before harvest and recorded in an inspection report according to the prescribed form. The method of testing aromatic rice varieties is specified. Each plot of fragrant rice fields checked is marked with a Code.
Organizing testing of plant varieties recognized under the provisions of Article 21 of the Law on Cultivation and Article 7 of Decree No. 94/2019 / ND-CP dated December 13, 2019, of the Government detailing some articles of the Law Cultivation of cultivars and cultivation inspected fragrant rice field plots.
The agency competent to certify, re-certify, and cancel the Certificate of fragrant rice variety is the Department of Crop Production under the Ministry of Agriculture and Rural Development.
