The Government has just decided to approve the proposal to develop a Decree on personal data protection.
The Government assigned the Ministry of Public Security to assume the prime responsibility for, and coordinate with concerned ministries, agencies and localities in, studying and formulating a decree to be submitted to the Government in the first quarter of 2021.
The Ministry of Public Security said that in the current digital technology era, especially the strong development of breakthrough technologies in the industrial revolution 4.0, the issue of protecting personal data is increasing. becomes urgent.
Around the world, personal data protection has been highly valued by many countries such as the US, France, Germany, Japan ... and the European Union. Statistics show that more than 80 countries have now issued legal documents on personal data protection.
According to countries, the right to protect personal data is privacy and protected by law. Personal data protection is demonstrated through many aspects such as: ensure autonomy, privacy and preserve the honor and reputation of each individual, help individuals better control life problems, increase trust in society and be one of the individuals An important factor promoting the right to express opinion and freedom of expression.
With Vietnam, which is one of the countries with the highest Internet development and application rates in the world, the number of Internet users in Vietnam has reached more than 64 million people, accounting for more than 2/3 of the population ( 66%), up more than 19% compared to 2018, ranked 13th in the world in terms of users, including 58 million Facebook accounts, 62 million Google accounts.
Digital infrastructure is developing fast and data infrastructure is improving. The Government is drastically directing the promotion of e-Government development towards the digital government and the digital economy, and has achieved many important results.
However, the more level of technology application, the greater the provision and use of personal information. This poses for the Government the problem of effectively managing, ensuring the prevention and handling of violations of the law on personal information; At the same time, ensuring compliance with the Constitution, provisions of Vietnamese law as well as international law ...
According to the Ministry of Public Security, the development of a Decree to protect personal data stems from a number of basic requirements, including: Requirements from the development of the digital economy and the application of science and technology to the social life; requirements from the prevention, fighting and handling of law-breaking acts; urgent requirements for the implementation of e-Government and the institutionalization of guidelines and policies of the Party and State; request to raise public awareness about personal data protection, especially information on personal profiles, relationships, health status, finance ... ; requirements in accordance with the laws of some countries around the world on the protection of personal data, including the General Data Protection Regulation of the European Union (GDPR).
